Preheat oven to 375°F (190°C) and lightly grease a 9x13-inch baking dish.
Brown ground beef with onion and garlic in a skillet, then drain excess grease.
Stir in chili powder, cumin, paprika, salt, and pepper.
Spread 1/2 cup enchilada sauce in bottom of baking dish.
Spoon beef mixture and a sprinkle of cheese into each tortilla and roll tightly.
Place rolled tortillas seam-side down in baking dish.
Pour remaining enchilada sauce evenly over tortillas.
Sprinkle remaining cheese on top.
Bake 20–25 minutes until cheese melts and sauce bubbles.
Garnish with cilantro and serve warm.
