Season chicken with salt, pepper, and paprika, then lightly coat with cornstarch.
Heat oil and 1 tbsp butter in a skillet and cook chicken 4–5 minutes per side until golden and cooked through, then remove.
Add remaining butter and garlic and sauté 20–30 seconds until fragrant.
Stir in honey, soy sauce, vinegar, and water, then simmer 2–3 minutes until slightly thick.
Return chicken to the skillet and spoon sauce over it for 1–2 minutes until glossy.
Garnish with sesame seeds and green onions, then serve hot.
