Preheat oven to 350°F (175°C).
In a skillet cook ground beef and diced onion over medium heat until browned.
Drain excess grease and add chili powder, garlic powder, cumin, salt, and pepper.
Warm the refried beans in a small saucepan or microwave.
Spread a layer of refried beans down the center of each tortilla.
Add a portion of the seasoned beef on top of the beans.
Roll the tortillas tightly and place seam-side down in a baking dish.
Pour enchilada sauce evenly over the rolled tortillas.
Sprinkle shredded cheddar cheese on top.
Bake for 15–20 minutes until cheese melts and sauce bubbles.
