Cook noodles according to package directions and drain.
Heat vegetable oil in a large skillet or wok over medium-high heat.
Add sliced beef and cook for 3–4 minutes until browned.
Add minced garlic, bell peppers, and carrots.
Stir-fry for about 2 minutes until vegetables begin to soften.
Stir in hoisin sauce, soy sauce, oyster sauce, and black pepper.
Add cooked noodles to the skillet.
Toss everything together until the noodles are fully coated with sauce.
Cook for another 1–2 minutes until heated through.
Garnish with chopped green onions before serving.
