Cook noodles according to package directions and drain.
Heat oil in a large skillet or wok over medium-high heat.
Add sliced chicken and cook 5–6 minutes until browned and cooked through, then remove.
In the same pan, sauté bell pepper, carrots, and garlic 2–3 minutes until crisp-tender.
In a small bowl, mix honey, soy sauce, oyster sauce, black pepper, cornstarch, and water.
Return chicken to skillet and pour sauce over mixture.
Add cooked noodles and toss everything together until coated and heated through.
Garnish with green onions and serve hot.
